First of all, I would like to clarify that this is a user‑to‑user forum, so moderators and other users do not have access to your organization to configure any setup. 

Based on my testing, the owner of a Microsoft 365 distribution group should still be able to add members. 

You can try the following steps: 

1. Access the Exchange admin page here: https://admin.cloud.microsoft/exchange?#/groups
2. Go to Groups I own 
3. Select your group 
4. Open Members 
5. Choose View all and manage members 
6. Select Add members 

If you are unable to add members or cannot find the group, it would be best to reach out to your organization’s administrator who has full permissions in the Exchange Admin Center. They can help check further by: 

• Removing and re‑adding your account as the group owner to refresh the configuration 
• Adding the member directly to the group on your behalf
