Can't get microsoft 365 developer program sandbox subscription

Sandbox tenants are only available to qualifying accounts, and eligibility is currently restricted by Microsoft. At this time, sandbox access is typically limited to:
- Visual Studio Professional or Enterprise subscribers
- Microsoft Partner Program members (for example, ISV Success / AI Cloud Partner Program)
