In the Ryazan Region of Russia, local companies have been required to participate in the recruitment of employees for contract military service.
Governor Pavel Malkov signed the corresponding decree, reports ASTRA. According to the document, businesses are effectively being assigned the functions of recruitment centers for the needs of the aggressor country’s Ministry of Defense.
The new rules took effect on March 20 and will remain in force until at least September 20, 2026. The order applies to all organizations in the region, regardless of whether they are state-owned or private.
The decree clearly specifies numerical quotas based on the company’s headcount. For companies with 150 to 300 employees, the quota is set at two candidates. Medium-sized enterprises with 300 to 500 employees are required to provide three people, and large organizations — at least five contract soldiers.
The Ryazan authorities cite Russian Presidential Decrees No. 756 and No. 757 of October 19, 2022, as the basis for this decision.

In this case, administrative resources are directed toward fulfilling quotas by pressuring employers.
The document does not specify what kind of liability — administrative or otherwise — company management faces in the event of failure to meet the quota.
