Peter Luschny: The proposal is well below the requirements for a contribution to the OEIS. The presentation is convoluted and confusing. It remains unclear what could add to the understanding of this triangle.

Peter Luschny: In the second paragraph, the contributor also introduces his contemplations (about some objects R(n, k, q), apparently intended to be some generalization). The contributor may choose a more suitable place with his own sequence.
