Abstract

Shifting geopolitical policies, competing priorities and declines in national economies have lately led to a decrease in foreign aid from various donor countries with implications for multilateral agencies. This sharp fall in official development assistance threatens the attainment of sustainable development goals, especially as pertaining to sexual and reproductive health and rights across the global south. International concerns have led to calls for innovative partnerships, alternative resource mobilisation, and stronger community engagement. This challenge offers opportunities for both governments and civil society to shift from dependency to sustainability through alternative pathways for domestic resource mobilisation and much more predictable financing.

L’évolution des politiques géopolitiques, les priorités concurrentes et le déclin des économies nationales ont récemment entraîné une diminution de l’aide étrangère de divers pays donateurs, avec des conséquences pour les agences multilatérales. Cette forte baisse de l’aide publique au développement menace la réalisation des objectifs de développement durable, notamment en matière de santé et de droits sexuels et reproductifs dans les pays du Sud. Les préoccupations internationales ont suscité des appels à des partenariats innovants, à une mobilisation alternative des ressources et à un engagement communautaire renforcé. Ce défi offre aux gouvernements et à la société civile l’opportunité de passer de la dépendance à la durabilité grâce à des voies alternatives de mobilisation des ressources nationales et à un financement beaucoup plus prévisible.
