Fiona Noonan is a Communications and Publishing Associate at the Institute for the Study of War. She applies her expertise in digital communications, editing, and project management to support the publication and promotion of ISW’s daily conflict assessments and related content.
Prior to joining ISW, Ms. Noonan served as a Communications Associate at Dexis, supporting the USAID Bureau for Conflict Prevention and Stabilization. She previously interned with Freedom House and the Center for European Policy Analysis during her graduate studies. She is also a 2024 Fellow with the Foreign Policy for America NextGen Initiative.
Ms. Noonan has a strong interest in national security, foreign policy, and European affairs. She has advanced French proficiency, having completed two semesters of study in Paris, and has served as a French-to-English translator and research assistant for the Wiley publication Mediation: Negotiation by Other Moves. Her writing has appeared in Europe’s Edge, the Center for European Policy Analysis’s journal.
Academically, she received honors, including the Most Promising Junior International Relations Major and the French Book Prize. Ms. Noonan holds a Master of Arts in International Affairs, with a concentration in International Law and Organizations, from the George Washington University. She graduated magna cum laude from Connecticut College with a Bachelor of Arts in International Relations and French. She is an active member of NatSecGirlSquad and Women’s Foreign Policy Group.
