George Barros reviews Russia’s demands for negotiations with Ukraine. Despite significant military setbacks and mounting economic challenges, Putin has not changed his demands. Putin is not interested only in territory. He is interested in the destruction of Ukraine as a sovereign state. The United States should reject any peace agreement that undermines the key principle that Ukraine is a sovereign state. The moment we accept that Putin is only demanding negotiation on territorial boundaries and lose sight of the implications on Ukrainian sovereignty, we lose.
