Chase boost and icu bump
While here convert some LIB_DEPENDS

- Remove superfluous INSTALL_TARGET

Modernize LIB_DEPENDS syntax, stagify, improve wording in port description.

Add NO_STAGE all over the place in preparation for the staging support (cat:
net)

- Contrary to what comment says, we do not need clang or GCC 4.6+ to build,
 we just need to patch one source file a bit
- Remove opportunistic MAKE_JOBS_UNSAFE, let us see the failure log first
