2013-05-02 textproc/ruby-libxml: Does not work with Ruby 1.9

- Convert USE_ICONV=yes to USES=iconv
- Change USE_GNOME=pkgconfig|gnomehack to USES=pathfix|pkgconfig and
 USE_GETTEXT=yes to USES=gettext while here

- Fix EXPIRATION date, we are in 2013, not 2012
