Problem summary

• The XLXP parser might get into incorrect state when parsing
  documents with Windows-125x encoding and will allocate empty
  buffers until OOM occurs
  

Problem conclusion

• New boolean system property
  "com.ibm.xml.xlxp.api.util.encoding.usePlatformEncodingSupport"
  has been added to enable using encoding support provided by JRE
  when system property is on. Default value is false.
