Local fix

Problem summary

• The JDK leverages a native shared library which implements FIPS
  certified crypto algorithms for increased performance. This code
  is used by the IBMJCEFIPS provider. On z/OS platforms, the
  necessary flag sets for identifying this library as eligible for
  zIIP offload were omitted and therefore, operations that happen
  in that native shared library would not be executed on the zIIP
  hardware.
  

Problem conclusion

• The crypto FIPS shared library has been marked as eligible for
  zIIP offloading on z/OS platforms.
