Local fix

• This issue can be worked around using the
  -Xshareclasses:checkURLTimestamps option.
  

Problem summary

• The problem is caused when an invalid URL is passed over to the
  native method
  Java_com_ibm_oti_shared_SharedClassURLClasspathHelperImpl_notify
  ClasspathChange3()
  

Problem conclusion

• The JVM has been updated to ensure the URL is valid before
  calling the native method
  Java_com_ibm_oti_shared_SharedClassURLClasspathHelperImpl_notify
  ClasspathChange3()
