Local fix

Problem summary

• Assertion occurs when GC threads terminate the scan loop as
  quickly as possible which may skip to flushing the buffers
  during an abort scenario
  

Problem conclusion

• The assertions that ensures the local buffers at the end of scan
  loop are empty should be relaxed to ignore the scenario if the
  scan loop is aborted
  .
  This APAR will be fixed in the following Java Releases:
   8 SR6 FP5 (8.0.6.5)
