Problem summary

• The default TLS behavior was changed from TLSv1.0 to TLSv1.0,
  1.1., 1.2 and v1.3.
  

Problem conclusion

• Code was updated that the property
  com.ibm.jsse2.overrideDefaultProtocol will match the current
  protocols. There are 2 changes.
   TLS - set default enabled protocol to TLSv1, TLSv1.1, TLSv1.2,
  TLSv1.3
   TLSv1 - set default enabled protocol to TLS 1.0
