Local fix

Problem summary

• On z/OS, the ioctl call with the SIOCGIFCONF flag does not
  return loopback interfaces as part of IPv4 network interface
  enumeration.
  As a result, the loopback interface is not included in the list
  of interfaces returned by the system.
  

Problem conclusion

• To address this, the loopback interface is explicitly added
  during network interface enumeration.
