Local fix

Problem summary

• System.getProperty() call is invoked for each SBCS Charset
  decoder object creation to check os name and it is affecting
  performance to smaller percentage in high workload scenario.
  

Problem conclusion

• JVM is updated to cache os name instead of checking os name for
  each SBCS Charset decoder object creation
  .
  This APAR will be fixed in the following Java Releases:
