Local fix

• Running with the option -Xjit:disableTreeSimplification will
  prevent the problem, at a significant cost in performance.
  

Problem summary

• The JIT compiler could occasionally attempt to apply an
  inapplicable optimization to a code sequence that compares two
  variables of type "long", producing an invalid result that would
  cause subsequent compiler logic to crash.
  

Problem conclusion

• The JIT compiler was changed to ensure it correctly recognizes
  candidate code sequences for the particular optimization in
  question.
