Local fix

Problem summary

• AES/CFB, DES/CFB, DESede/CFB modes get
  ArrayIndexOutOfBoundsException in some cases when output buffer
  is provided by caller.
  

Problem conclusion

• A fix was made to IBMJCE to correctly calculate the length for
  arraycopy.
