Local fix

Problem summary

• DK UTF-8 implementation has been changed to strictly follow the
  standard to reject high and low surrogate pair characters on
  decode. As per this change in specification ,if the java path
  has unicode supplementary characters ParseUtil Decoder is
  treating these characters as malformed characters and resulting
  in java.lang.IllegalArgumentException.
  

Problem conclusion

• ParseUtil.decode has been updated to handle unicode
  supplementary characters.
