Local fix

• This issue can be worked around by adding the capability
  'can_generate_resource_exhaustion_heap_events' or
  'can_generate_resource_exhaustion_threads_events' using
  AddCapabilities() API explicitly before calling
  SetEventNotificationMode().
  

Problem summary

• This problem is caused when JVMTI API SetEventNotificationMode()
  is called to enable the generation of
  JVMTI_EVENT_RESOURCE_EXHAUSTED event without adding
  'can_generate_resource_exhaustion_heap_events' or
  'can_generate_resource_exhaustion_threads_events' capability.
  

Problem conclusion

• The JVM has been updated to allow the user to enable generation
  of JVMTI_EVENT_RESOURCE_EXHAUSTED event without the need to add
  'can_generate_resource_exhaustion_heap_events' or
  'can_generate_resource_exhaustion_threads_events' capability.
