Problem summary

• Add the classpath to the list of places to search for the
  orb.properties file. The existing search locations are:
  1) USER_HOME
  2) java/jre/lib
  The new 3rd location will be :
  3) classpath
  

Problem conclusion

• orb.properties file under USER_HOME takes precedence over
  java/jre/lib which takes precedence over classpath.

  This APAR will be fixed in the following Java Releases:
   8 SR3 (8.0.3.0)
