Local fix

• Set com.ibm.CORBA.ORBPropertyFilePath=ORB.properties_file_path
  
  The value of ORB.properties_file_path must be the absolute path
  to the properties file.
  

Problem summary

• com.ibm.CORBA.ORBPropertyFilePath is a new property which
  overrides the location of orb.properties file, when the property
  is not set, ORB looks for null/orb.properties file.
  

Problem conclusion

• ORB code has been modified to avoid null file lookup.
