Error description

• In Rational Developer for i (RDi) v9.6.0.6, ILE RPG Block
  comment behavior with Insert * into column 7 and shift line by
  one columns will not insert when a right adjusted comment exists
  at the end of a line even though there is room to trim the right
  adjusted comment.
  

Local fix

• 1) In Window > Preferences > Remote Systems > Remote Systems
  LPEX Editor > IBM i Parsers > ILE RPG under "Fixed Format",
  enable "Overwrite blanks in column 7 with *
  OR
  2) Expand the file size
