Ukraine publicly identified a defense company granted a military export permit, confirming that Frontline Robotics will transfer technology for its Linza 3.0 drone to Germany for joint production.

Ukraine relaunched the export of its miltech production for the first time since Russia invaded the country in February 2022, creating a window of opportunity for the country to earn additional revenues and help the newly built miltech industry of private, innovative manufacturers earn more cash for development.

The State Service of Export Control approved the international transfer of drone-related technologies, allowing their manufacturing at Quantum Frontline Industries – a Ukrainian-German joint venture.

Until now, officials had announced that the first official military export license after Russia’s full-scale invasion had been issued, but did not disclose the companies or specific products involved. The latest decision clarifies both: the exporter is Frontline Robotics, and the product is the Linza 3.0 drone.

The export control authority wrote that the procedures were conducted in accordance with Ukrainian legislation, taking into account national security priorities and Ukraine’s international non-proliferation commitments, the State Service of Export Control wrote in its press release

Previously, on Feb. 12, Chair of Ukraine’s National Security and Defense Council Rustem Umerov announced that Ukrainian defense enterprises had received the first permits to export controlled goods.

Zelensky Warns Uncoordinated Arms Exports Could Undermine Ukraine’s War Effort

The Ukrainian president has warned that uncoordinated arms exports risk undermining Ukraine’s war effort as Kyiv pushes for state control and long-term defense contracts.

The decision follows a meeting of the Interdepartmental Commission on Military-Technical Cooperation and Export Control Policy – a military export executive body that resumed work for the first time after being stalled for eight months, despite Ukraine’s president giving the green light to prepare military exports beforehand. At the time, no companies or products were named.

The Linza 3.0 will become the first Ukrainian-developed drone manufactured abroad under a formally approved technology transfer mechanism. Production will take place at Quantum Frontline Industries, a joint venture between Ukrainian and German partners.

The move aligns with Zelensky’s earlier announcement that Ukraine would begin producing Ukrainian-made drones in Germany and open 10 weapons export centers across Europe by the end of 2026, particularly in Baltic and Northern European states.
