修复自定义验证码继承 DefaultCaptcha 且未显式注入 IRateLimiter 时，频率限制状态无法跨实例共享的问题。 调整默认频率限制器实现，未注入 IRateLimiter 时复用全局默认实例。 调整 SkiaSharp 相关包依赖，确保使用方可正确获取运行所需的原生依赖。 移除重复的 Microsoft.Extensions.Configuration.Abstractions 依赖声明。
