Intel Performance Counters Support Merged To Mesa For Panther Lake

The Intel Observation Architecture "OA" performance counters support has been upstreamed to Mesa for upcoming Xe3 Panther Lake integrated graphics.

The Intel Xe3 open-source driver support continues maturing for premiering in integrated form with next-gen Core Ultra Series-3 "Panther Lake" and to be found in Arc Graphics "Cellestial" discrete GPUs. The latest is merging Panther Lake OA support for monitoring performance counters from that hardware block to help in performance profiling and analyzing of any graphics issues.

The Intel OA performance counters can expose a variety of performance metrics of use to driver engineers and game/app developers.

This merge gets all of the Panther Lake OA support in order for next quarter's Mesa 25.2 release.
