AMD Ryzen "Renoir" CPU Frequency Scaling Governor Performance

Code compilation speed was similar between governors except for powersave obviously remaining much slower.

The powersave governor led to a CPU power consumption of just ~7 Watts while the other governors had a 18 Watt average and 26~29 Watt peak.

This also led to the powersave governor being about fifty degrees cooler.
