The Performance Cost To A Proposed Fedora 37 CFLAGS/CXXFLAGS Change
Simply put, there are measurable performance costs introduced by building the software with "-fno-omit-frame-pointer". I am rather surprised this is being considered as a default change for Fedora as while they acknowledge the possibility of changing the behavior for affected packages, it seems like it will require a whole lot of blacklisting / per-package workaround.
