Some of these optimizations like adjusting the CPU frequency scaling driver and CFLAGS can be carried out by users/administrators on Ubuntu, but obviously not straight-forward carrying out all optimizations elsewhere especially when it comes to AVX-512 optimized libraries and other more invasive changes.
