For most workloads you will not find a measurable difference with running Raptor Lake in the mitigations=off mode.
Apache Spark was one of the areas where for some test configurations there was a difference.
Even in database workloads there tended overall to be little difference.
Stress-NG's synthetic benchmark stressing the context switching performance does show the overhead there but doesn't directly correlate to any real-world workload.
