In some cases like PHPBench the performance on Ubuntu 19.10 is much better thanks to incorporating a significant update to PHP7.

In the end, more than 100 benchmarks were run on the two AMD and two Intel systems on both Ubuntu 19.04 and 19.10.

If summing it up with the geometric mean of all those benchmark results, the Threadripper 2990WX system was the biggest winner with about 7% better performance on Ubuntu 19.10 while the Core i9 9900K saw about 2% better performance. The Ryzen 9 3900X performance was largely flat in these results while the Core i9 7980XE pulled back slightly. Much more data to dig through over on OpenBenchmarking.org.
