Mali continues to face a complex and multifaceted humanitarian crisis mainly driven by conflict, insecurity and climate shocks. 

Violence, disease outbreaks and climate shocks have left more than 5 million people – or one in every five people – in need of humanitarian aid.

 At the same time humanitarian access remains difficult in Mali. 

In 2025, 814 incidents where access was hindered were recorded, up more than 40 per cent compared to 2024, when there were 574 such incidents. More than 70 incidents last year were linked to violence against humanitarian workers, property and infrastructure. Bridges, telecommunications antennas and other infrastructure were also sabotaged.

Ongoing military operations in the north and centre, and their expansion southward and westward, have contributed to a tense security environment marked by recurring violence affecting civilians and increasing protection risks. Women, children, people with disabilities, older people, and internally displaced persons have been among the most vulnerable to these threats.

By the end of 2025, according to the National Directorate of Social Development, nearly 415,000 people were internally displaced comprising 30 per cent women and girls, 58 per cent children, and 4 per cent older people.

People who are still recovering from the 2024 historic floods, were hit by another year of floods in 2025. By October 30, 2025, 47 cases of flooding had been recorded. 

Communities already affected by drought, environmental degradation, or flooding in the past two years will remain highly vulnerable to the risks of food insecurity, malnutrition, and disease outbreaks, particularly in areas with high concentrations of displaced persons and those in the Niger River basin.

The UN and partners have asked for US$578 million to support 3.8 million people this year.

This year’s plan will focus on civilians living in the central and northern regions, where humanitarian needs are most acute. Last year’s plan received just over 21 per cent of the $771 million required – the lowest funding rate of the past 10 years.
