Scrapes Mexico's IFT (Instituto Federal de Telecomunicaciones) spectrum licitaciones and satellite orbital position records from the official IFT Espectro Radioeléctrico public registry.

All data is sourced from the official IFT public registry at www.ift.org.mx/industria/espectro-radioelectrico. The IFT (Instituto Federal de Telecomunicaciones) is Mexico's independent telecom and broadcasting regulator, established by constitutional mandate in 2013.

Notes

• The IFT listing is protected by Imperva (transient classification). The actor uses single-concurrency requests to respect the site's crawl-delay policy.
• Orbital position data is extracted from IFT metadata where explicitly published. For satellite licitaciones, frequency band and orbital slot details often appear in the meta description.
• PDF documents linked in document_links contain the full technical specifications (Acuerdo, Bases, Apéndices A–E). The actor provides links but does not parse PDF content.
• The IFT publishes approximately 1–3 spectrum licitaciones per year. The current index covers IFT-1 through IFT-13 (2013–2024).
