Sanctions & Watchlist Delta Monitor โ€” OFAC, UK OFSI & UN Change Alerts

Monitor official sanctions lists for new and changed entities across OFAC, UK OFSI, and the UN Security Council Consolidated List. This Actor snapshots each list and emits only the changes since the previous run, making it useful for recurring KYC, AML, trade-compliance, and supplier-risk monitoring.

1. What this Actor does

On each run it fetches the selected official lists, canonicalizes every entity, compares against a stored snapshot, and (in delta mode) emits only what changed. Built for scheduled, recurring screening โ€” not one-time downloads.

2. Who this is for

KYC/AML teams, trade-compliance and export-control teams, fintechs and payment providers, marketplaces, banks, and vendor/supplier onboarding teams.

3. Recommended setup

Run once in full mode (optionally with a watchlist) to create your baseline, then schedule daily delta runs to receive only new and changed entries. The first delta run per list records a baseline and emits nothing (expected, not an error); every run after that emits only changes.

4. Lists covered (v1)

  • ofac โ€” US Treasury OFAC SDN list
  • uk โ€” UK OFSI Consolidated List of financial sanctions targets
  • un โ€” UN Security Council Consolidated List

If one list is temporarily unavailable, the run still processes the others and logs a clear partial-results warning โ€” one source never fails the whole run.

Planned (not yet live): Interpol Red Notices, World Bank debarment list, and the EU consolidated list. These are not included in the current version.

5. Change types

added, removed, amended, program_changed, alias_changed, address_changed, identifier_changed. Each row carries a headline change_type plus a changes array listing every dimension that changed.

6. Watchlist mode

Pass a watchlist of names to monitor only the parties you care about (matched on name and aliases as whole-word phrases; enable fuzzy for near-spellings). Leave it empty to monitor the entire list.
