agencies — agency slugs as used by federalregister.gov. Common: environmental-protection-agency, securities-and-exchange-commission, treasury-department, food-and-drug-administration, federal-communications-commission, internal-revenue-service, department-of-justice, department-of-energy, department-of-labor, consumer-financial-protection-bureau. Empty list = all agencies.

types — RULE (final rules), PRORULE (proposed rules), NOTICE (agency notices), PRESDOCU (presidential documents). Empty = all.

query — full-text query across title, abstract, and full document. Leave blank to skip.

publicationDateFrom / publicationDateTo — YYYY-MM-DD bounds. If both blank and no other filters, the actor falls back to last-7-days-of-RULEs.

significantOnly — restrict to docs flagged 'significant' under E.O. 12866 (high-impact rulemakings).

maxResults — stop after this many articles. 0 = unbounded.
