Let ARM64 Fennec 67 ride the trains to Beta

To let ARM64 Fennec ride the trains to Beta and Release, we need to remove jlorenzo's "params['project'] == 'mozilla-central'" check (from bug 1368484) that keeps ARM64 Fennec from riding the trains:

ARM64 Fennec will hopefully be ready to ride the trains in Fennec 67 or 68.

Johan, this releng bug will need to be fixed before Fennec 68's Nightly->Beta merge date (2019-05-13). There's no rush to fix it right away.

ARM64 has to ride with Fennec 68 because 68 is the last version to be released before Google's August 1 deadline requiring Play Store apps to offer 64-bit versions.

Thank you very much for the heads up! One quick thing I'd like to make sure I understand: ARM64 will ride Fennec 68 no matter its stability, right? There is no plan to keep ARM64 on beta for more than one cycle, is that correct?

That's correct. 68 is our last chance to release before the deadline. (I am skipping over some details about backup options for releasing after the deadline because I don't expect we'll need them.) Fortunately, we've been testing ARM64 in Fennec Nightly since January without any major problems.

:pascalc told me we may want to ship ARM64 in Fennec 67 beta. Keeping work on hold, while a decision is made. Pascal, could you come back to me once you know when we want to ship it?

Discussed over email: We intend to ship ARM64 with Fennec 67 beta, but not release. If stability looks good enough, we may want to allow ARM64 on 67 release.
