Description

We've shipped network partitioning enabled by default in Fx85. That means we can remove related prefs:

https://searchfox.org/mozilla-central/search?path=&q=privacy.partition.network_state

We need to check if there are tests which rely on partitioning to be disabled.

Just checkin' ... if FPI is enabled it is meant to disable partitioning, so I assume Tor Browser would want to keep that come the next ESR
