There exists a bug to make the Preferences dialog non-modal, but there is no bug to make the Page Setup dialog non-modal. The Page Setup dialog is some sort of preferences dialog as well and I think it should not be modal, too.

Nominating Bug 442886 - Fx3 Bookmark dialog closes unexpectedly when entering an Alt code. (It appears the file menu steals the focus when pressing Alt while inside a field in the bookmark dialog, unlike other fields elsewhere.)
