This creature was developed in the laboratory of Shadaloo as one of the replacement bodies for M. Bison. Many fighting styles were integrated into the artificial mind to allow such androids to become superior fighters. But Seth wasnβt a usual bio-robot. He got self-awareness and the ambition to gain power.
He was a CEO of S.I.N., one of the Shadaloo departments. After the self-destruction and apparently death of M. Bison, Seth brings the whole evil organization under his control. He starts a new World Warrior tournament to catch Ryu and absorb his internal energy Satsui no Hado. Suddenly, M. Bison returns to the scene, informing Seth that all his actions were predicted. Juri, one of the supporters of Seth, shows her true intentions to make those two bad guys fight each other. She is disappointed in how easily Bison defeated Seth, so she destroys the artificial being.
To return, Seth occupies another body - his brain is integrated into Doll Unit Zero. He takes a lot from his enemy, Juri, and even turns physically into a woman. This transformation has a bad effect on the mind of Seth. The King of Chaos becomes obsessed with the idea to destroy M. Bison, and he sees the shadow of this powerful boss everywhere, in every opponent who uses Psycho Power.

Concept
Initially, this character was named Cain as an opposite to Abel from Street Fighter IV. Then, the development team decided to use the name Seth - with the reference to another child of Adam and Eve.
There are assumptions that Seth is inspired by the Egyptian God of Chaos with the same name and S.E.T.H. from the film Universal Soldier: The Revenge. Many characters from other media have similar features.
