England is one of the four constituent countries of the United Kingdom. Unlike the other three, England does not have its own devolved government or legislature,[1] and is therefore not represented as single entity within international intergovernmental organisations. However some of the strategic and local authorities within England are represented internationally and England as a whole participates in its own right within many International sports federations.

Strategic authorities

The Mayor of London is responcible for the Greater London Authority's (GLA) international relations.[2] The London Assembly nominates one member to the Chamber of Regions of the Congress of Local and Regional Authorities[3] and the GLA is an associate member of Eurocities and a member of the Commonwealth Local Government Forum.[4]

Within the United Kingdom, strategic authority mayors represent their regions on the Council of Nations and Regions, however there is no representation of England as a whole.[5]

Local authorities

Birmingham, Brighton and Hove, Bristol, Coventry, Leeds, Manchester, Newcastle upon Tyne, Sheffield, Sunderland and Wolverhampton are associate members or partners of Eurocities.[6]

Representatives from upper-tier local authorities (county councils and unitary authorities) participate in the Chamber of Regions of the Congress of Local and Regional Authorities and representatives of lower-tier authorities (district councils) participate in the Chamber of Local Authorities.[7]

The East of England[9] and North East England[10] regions maintain offices in Brussels.

Birmingham,[11] Bristol,[12] Cornwall,[13] and the City of London[14] maintain representative offices in Brussels.
