     Although Taiwan has the advantages of abundant rains and a long growing season, which make it possible in much of the cultivated area to grow two and even three crops a year on the same plot, there are handicaps. Surface configuration and poor soils have limited the arable area to the western plains, the T'ai-tung Valley, and the I-lan Plain-or only some 24 per cent of the land surface in all.
