In Spanish we use de tal to talk about or refer to someone whose name we do not know, have forgotten or do not want to reveal (we usually say Fulano/a de tal, do you know what F. stands for in the text? Fulano/a is a generic noun used to refer to someone without giving out their name). I think, and am pretty sure that I am not mistaken, that it works in the same way in Portuguese, see here (or below).

I would say that here the name is (o Senhor) F. de Tal, "de Tal" being the surname.
