William Jefferson Clinton: A Political Legacy Born August 19, 1946, William Jefferson Clinton served as the 42nd President of the United States (1993-2001). He appointed Ruth Bader Ginsburg and Stephen Breyer to the Supreme Court. In foreign policy, Clinton authorized military interventions in Bosnia and Kosovo, signed the Dayton Peace Agreement, and promoted NATO expansion. He also engaged in Middle East peace efforts, including the Oslo Accords and Camp David Summit. His presidency concluded with a budget surplus. Clinton's legacy is complex.
