We are currently working on Lynx 2.9.4.

You can usually use your systems' port or package system:

NetBSD
Packages: includes ssl, NLS and IPV6 support
FreeBSD
Ports for lynx: includes Japanese and ssl flavours
OpenBSD
From 1998 to late-2014 (see discussion), OpenBSD provided an older version in the base system, with no port (for newer releases).
Since then, OpenBSD has provided an up-to-date port.
