Feather falling more common at level 24/26 than at level 30

- This is a consequence of how enchantments work as described in Enchanting mechanics:
- Different enchantments and what levels they can be at has a range of modified enchantment level that they need (see this table)
- In the case of boots, the maximum modified level required to still be able to get feather falling 4 is 29.
- So starting from base enchantment 30, we are more likely to exceed 29 with the modified level, so starting from a lower base level is more ideal to make sure that the resulting modified level is 29 or less to still be eligible for ff4.
- We can calculate the exact numbers from the mechanics linked above, but Pernsteiner already did an excellent analysis here.
In particular, for diamond boots, we have 41.8% of getting ff4 from 30 base level, but 66.1% from 26 base level according to the calculations.
24 base levels will have slightly less chance of getting ff4 (and ff3).
- The numbers will be different for different materials due to the enchantability, but the analysis also covers all of them :)
