Smooth stone *did* exist in Beta 1.3. Read the history of that block. 1.14 merely made it obtainable without relying on inventory editing, commands or the creative inventory. Additionally, 18w43a's changelog notes the following: "Made Smooth Stone obtainable by smelting Stone". If the block was added in that snapshot, then it would have said so.
