While spend can be used in a very rough manner for all sorts of expenditures, "expend" does a better job of explaining that non-currency resources are being used. While there is overlap in their usage, spend is more commonly associated with currency and time, whereas expend has a broader application to various resources and often implies a more complete or thorough use of those resources. In that particular sentence, when the reader comes across spend, he or she is likely to be expecting an expenditure of currency or time; when other resources are being used, spend seems to be a bit of a mismatch.
