Summary

This is an almost verbatim revival of the ContentSearchUIController that used to live inside
of a script called "contentSearchUI.js", which got removed in Bug 1999334. We place this inside
of contentSearchHandoffUI.mjs so that the search handoff component can use it in a "non-handoff"
mode.
