The Bus Decepticon brought several Cobra Crimson Guardsmen to the United Nations so that the Decepticon/Cobra alliance could strong-arm Earth's political leaders into submission. When Optimus Prime and G.I. Joe showed up to spoil the whole thing, the Bus Decepticon was nowhere to be seen though... The fighting was better left to Shockwave and Starscream anyways.
