Unconditioned Local Loop or ULL is where a third party rents from Telstra the copper line between an exchange and a customer premises.
It is up to this third party to then provide all services on the line, including voice and ADSL, independently from Telstra.
Therefore, normal line rental charges from Telstra do not apply, but the third party pays a fixed monthly fee for access to the line.

Telstra Wholesale has different bands for ULL, these are Bands 1 – 4. You may already be used to your exchange being classified as Regional or Metro, ULL Bands are different to exchange classifications, they are based on possibly population density.
